Most people that hang around this areas seem to be blue collared foreign workers. It seems to be a centre node for workers around the area. Its bustling with workers at night!
It always amazes me the difference in lifestyle between a blue collared foreign worker and normal PMETs in Singapore. The place gave me a glimpse into their lifestyle :)
